EU FUNDING FOR URBAN DEVELOPMENT IN SERBIA: A PATTERN ANALYSIS BASED ON FTS DATA

РЕЗИМЕ: Овај рад анализира финансирање спровођења Нове кохезионе политике у Србији на основу јавно доступних података из базе Financial Transparency System (FTS) Европске комисије. Полазећи од становишта да финансијски токови представљају важан индикатор имплементације политика, истраживање испитује начине расподеле средстава према корисницима у Србији, циљевима Кохезионе политике ЕУ 2021–2027 и каналима финансирања. Методолошки приступ се заснива на анализи FTS записа за временски период Нове кохезионе политике (2021–2024) и груписању финансираних активности по циљевима. Посебна пажња у раду биће усмерена на то какав је однос између циљева дефинисаних Кохезионом политиком ЕУ и начина коришћења добијених средстава у Србији. Такође, биће размотрено у којој мери расподела средстава одражава приоритете ЕУ и апсорпционе капацитете националних институција, организација и установа да та средства користе. Закључно, рад показује да анализа ЕУ финансирања може бити корисна подршка планирању и управљању урбаним развојем у Србији.

ABSTRACT: This paper analyses the financing of the implementation of the New Cohesion Policy in Serbia based on publicly available data from the European Commission’s Financial Transparency System (FTS) database. Starting from the premise that financial flows represent an important indicator of policy implementation, the research examines the allocation of funds among beneficiaries in Serbia, the objectives of the EU Cohesion Policy 2021–2027, and the relevant financing channels. The methodological approach is based on the analysis of FTS records covering the period of the New Cohesion Policy (2021–2024) and on the classification of financed activities according to policy objectives. Particular attention is devoted to the relationship between the objectives defined by the EU Cohesion Policy and the ways in which the allocated funds are used in Serbia. In addition, the paper considers the extent to which the distribution of funds reflects EU priorities and the absorption capacities of national institutions, organisations, and public bodies to utilise these resources effectively. In conclusion, the paper shows that the analysis of EU financing can serve as a useful support tool for the planning and management of urban development in Serbia.
